Janis Grantham is a Co-Founder and Chief Executive Officer (CEO) of Eagle. Ms. Grantham is a member of Eagle’s Executive Team responsible the company’s strategic direction and oversees day-to-day operations.
Ms. Grantham studied Computer Science at Carleton University, has an MBA from the Queen’s Executive Program and has been certified as a Corporate Director by the Institute of Corporate Directors. She has more than thirty years of industry experience starting as a computer programmer and working in various consulting and management roles for large system integrators and software companies.
Ms. Grantham is currently listed as one of Canada’s Top 100 Women Business Owners by Profit Magazine and on the Global Power 100 Women in Staffing list. In addition, she is a member of the Hall of Fame for Canada’s Most Powerful Women Top 100 program, was the Consumers Choice Business Woman of the Year for Ottawa-Gatineau in 2005, and was a finalist in the 2002 Ontario Entrepreneur of the Year award.
Jonah Laist is a co-founder and Eagle’s Chief Financial Officer. Mr. Laist is responsible for all aspects related to Eagle’s finances, legal issues, risk management and is heavily involved in developing Eagle’s strategic direction.
Mr. Laist has over twenty-five years of experience as a Chartered Professional Accountant, and holds a Bachelor of Arts Degree majoring in Economics and History from the University of Toronto and a Graduate Diploma in Accounting from McGill University. Mr. Laist has worked in the staffing industry for more than twenty years and has focused in the areas of planning, compliance, taxation, treasury management and risk management. Mr Laist also serves on several committees with ACSESS (Association of Canadian Search, Employment and Staffing Services).
Frances McCart, Vice President, Business Development/Executive & Management Consulting Division
Location: Toronto, Ontario
Frances McCart is Vice President of Eagle’s Executive & Management Consulting Division as well as Eagle’s Payroll Administration Division. She was one of the original founders of the company in 1996 and throughout her tenure at Eagle, she has worked in various leadership roles. Frances’ current role builds on her 20 years of sales experience within the Professional Staffing and Consulting Industry. Ms. McCart is responsible for leading new Business Development activities, and managing the executive relationships of Eagle’s largest National Accounts. Frances works with the regions in developing strategic sales directions for these lines of businesses and guiding strategic sales with selected target clients in Canada.
Ms. McCart has a Bachelor of Arts in Honours Psychology and a minor in Business from the University of Waterloo’s Co-op Program. She has been working in the IT Sector and IT Staffing Industry since graduating from Waterloo.
Ms. McCart is very active in several charities, most notably the Children’s Aid Foundation (CAF). She is active in many CAF fundraising activities, in particular the CAF’s annual gala – The Teddy Bear Annual Gala. Ms. McCart was the Chairwomen of the CAF’s 2008 and 2009 galas, and was the co-chair for the 2015 Teddy Bear Gala. These galas raise over $2 Million annually. In addition to the CAF, Ms.McCart is active with the United Way, and CIBC’s Breast Cancer Awareness campaigns (Run for the Cure and Climb for the Cure). Most recently, she was part of a team that raised over $110,000 for the Canadian Breast Cancer Foundation by climbing Mt. Kilimanjaro!
David O’Brien, Vice President & General Manager, Government Services
Location: Ottawa, Ontario
David O’Brien, Vice President & General Manager, Government Services, is responsible for managing all of Eagle’s government business at both the Federal and Provincial levels. He oversees the performance of Eagle’s Ottawa and Montreal offices, as well as Toronto’s Public Sector Team, by guiding the activities of his sales and recruiting teams, managing those activities to meet corporate objectives and providing senior management direction and support to his teams. In addition, he develops and maintains relationships with Eagle’s key clients ensuring that Eagle is providing them with exceptional service. As a member of Eagle’s Executive Team, he participates in the regular strategic planning activities to guide Eagle’s future growth.
Mr. O’Brien holds an Honours Bachelor Degree of Commerce from Carleton University. Before joining Eagle early in 2003, Mr. O’Brien spent several years in the Advanced Technology Executive Search Industry, prior to which he ran his own enterprise.
Mr. O’Brien is the President of the Ottawa Chapter of NACCB, a member of the DPI Advisory Board, the IPS Advisory Committee, and Professional Services Advisory Committee. In addition, he volunteers regularly in his community, including time as a community volunteer and executive in his Community Association.
Brendhan Malone, Vice President & General Manager, Central Canada

Brendhan Malone, Vice-President of Eagle’s Central Region, is responsible for the Eagle Team’s performance in the GTA and South Western Ontario. He guides the activities of his sales and recruiting teams, manages those activities to meet corporate objectives, and provides management direction and support to his teams. In addition, he develops and maintains relationships with Eagle’s key clients ensuring that Eagle is providing them with exceptional service. As a member of Eagle’s Management Team, he participates in regular strategic planning activities to guide Eagle’s growth into the future.
Mr. Malone has been working in the staffing industry for over 15 years. In that time, he has held various recruitment and account management roles, serving clients in all industries, and specializing in the telecommunications field. In his time at Eagle, Mr. Malone has had national account responsibility, including two years as National Sales Director.
Morley Surcon, Regional Vice President & General Manager
Location: Calgary, Alberta
Morley Surcon is Eagle’s Regional Vice President General Manager. Based out of Calgary, he provides guidance to Eagle’s sales and recruiting teams; working with them to deliver on corporate objectives. Mr. Surcon’s focus is on the successful execution of business plans, operational excellence and the managed growth of the region. He maintains strategic relationships with Eagle’s clients and actively participates in client and industry events. As a member of Eagle’s Executive Team, he actively participates in strategic planning activities, assisting in the development of corporate direction and national programming.
Mr. Surcon holds a Bachelor of Commerce degree from the University of Saskatchewan. He has more than 25 years of sales and management experience in Communications, Technology and Staffing industries. Over the course of his career, he has held a number of progressive positions with national and multinational organizations. His expertise lies in business operations and process management, sales management and marketing communications.
Mr. Surcon’s community involvement has a youth and education focus. He is active in his residential community – volunteering with youth sports programs; taking part in community centre events; and supporting local education. He has also been a regular billet family for international student exchanges. Involvement with literacy programs through the public library has been another of his past projects.
Cameron McCallum, Regional Vice President & General Manager
Location: Vancouver, British Columbia
Cameron McCallum is Regional Vice President & General Manager with responsibilities for Vancouver, Victoria, Edmonton, Winnipeg and Regina Branches. He provides guidance to the local sales, recruiting and administrative teams and works with them to deliver on corporate objectives while adhering to EAGLE’s Vision and Mission statements. At the same time, Mr. McCallum ensures the delivery of exceptional services and is responsible for the development and maintenance of relationships with key local, regional and national clients.
As a member of Eagle’s senior management team, he is active in ongoing strategic planning and assists in the development of Eagle’s corporate direction and sales and delivery strategies. Mr. McCallum has over 18 years of experience with Eagle and over 21 years in the staffing industry and has worked with both domestic and international organizations to successfully solve complex staffing challenges. He opened the Edmonton Branch of Eagle in 2001 and was integral in driving its growth and being an industry champion within the city. In the summer of 2017, he and his family moved to British Columbia and he is currently based out of Eagle’s Vancouver office.
Mr. McCallum holds Bachelor’s degrees from the University of Manitoba and the University of Calgary and is a Certified Registered Professional Recruiter. He enjoys traveling, especially with his family and being exposed to the culture, geography, food and drink of far-flung nations.
Kevin Dee, Chairman of the Board
Location: Toronto, Ontario
Kevin Dee is a co-founder and the Chairman of the Board at Eagle. As Chair, Mr. Dee oversees the company from a governance perspective, holding the Executive Team accountable for their performance. While Mr Dee is not involved in day-to-day operations of the company, he is involved in strategic growth initiatives and ensuring that Eagle is at the forefront of staffing industry innovation. With twenty years of experience as CEO of the company, he is also readily available as a key resource to the Executive Team.
In 2006, Mr. Dee was named CEO of the Year by the Ottawa Business Journal, in 2009 was Consumer’s Choice Businessman of the Year for Ottawa-Gatineau and, in 2012, was presented with the ACSESS Award of Excellence.
Mr. Dee was a National Board Member for nine years, and past President of the Association of Canadian Search, Employment and Staffing Services (ACSESS), which is the Canadian staffing industry association. He was also a National Board Member of the National Association of Computer Consulting Businesses (NACCB Canada) for five years, stepping down in 2014. He is active in numerous charities providing both financial support, and his time.
